The President of the Board, in consultation with leadership, appoints members of the Board of Representatives to the Charter Committee. |

The Charter Committee solicits names from the general public of those willing to serve on the Charter Commission. The Committee then interviews and recommends the slate of names to the full Board of Representatives, which approves the members of the Commission via resolution. |

After the Board approves the members of the Commission, it has thirty days to establish the Charter Commission (by resolution) and provide the Commission with its charges and deadline, which must be no more than 16 months from the date of appointment. |

The Commission then has up to sixteen months to submit its draft report to the Board of Representatives (through the Charter Committee). |

In preparing its draft report, the Charter Commission must hold at least 2 public hearings, one before any substantive work is performed and the other after the draft report is completed but before it is submitted to the Board of Representatives. |

The Charter Committee then reviews the draft report on behalf of the entire Board of Representatives. |

The BOR, through the Charter Committee, must hold at least one public hearing on the draft report and must hold its last hearing no more than 45 days after the draft report was submitted by the Charter Commission. |

The Charter Committee then has 15 days from its last hearing to make recommendations back to the Commission of any changes to be made to the report. |

The Commission then submits a Final Report to the Board of Representatives within 30 days after receiving the recommended changes. |

The Board of Representatives then approves, rejects or amends the Final Report (by resolution) and the Charter Commission then terminates. |

The proposed revised Charter will be published in a newspaper within 30 days. |

The Charter Committee then drafts questions to be included on the ballot. |

Charter Revision should appear on the November 2012 ballot and, if approved, will become effective 30 days after the election. |
